Google today announced that Google Voice free service is for only GrandCentral users.GrandCentral is a free Google-owned Internet service that uses VoIP  to link customers' phone numbers together. 

Currently only GrandCentral users have access to Google Voice, but they will be opening up the new service to new users soon. But you can get latest information about Google Voice when they are going to provide the service for all the new users.Here you can give your email and other details so that Google Voice will invite you when it is for all.
 
So GrandCentral users,inorder to get this service you have to upgrade to Google Voice by signing in to your GrandCentral account and just follow the instructions at the top of your inbox.
